BOROUGH OF WYOMISSING COUNCIL

The function of Wyomissing Borough Council is to orchestrate the many vital organizations within the Borough. They are a body of officials elected by the voters of the Borough of Wyomissing.

The Council meets on the second Tuesday of each month to review the minutes and recommendations of the several boards, committees and commissions. Council addresses matters brought to its attention by the Borough Manager, as well as matters brought to its attention by the Mayor or members of Council for discussion and/or action.

  • Civil Service Commission

    The Civil Service Commission’s function is to prescribe, amend and enforce rules and regulations for the examination for positions in the Police and Fire Departments and for promotions, which rules and regulations shall prescribe the minimum qualifications of all applicants to be examined and the passing grades. The Commission prepares and posts the final list of eligible candidates for the vacant position(s) for Borough Council action. The Commission consists of three residents. Members serve a six-year term and are appointed by Borough Council. The Borough Manager and Chief of Police serve as Borough representatives on the Commission. The Commission convenes as necessary at Borough Hall.

  • Economic Development Committee

    The Economic Development Committee encourages new business as well as helping current businesses in the Borough to thrive. Appointed by Borough Council for one-year terms, the committee consists of three members of Borough Council as well as two Borough residents. The committee convenes the last Thursday of each month at 8:00 a.m. at the Borough Hall, unless otherwise noted on the meeting schedule.

  • Finance and Administration Committee

    The Finance and Administration Committee’s function is to make recommendations to Borough Council concerning financial and administrative matters, as well as preparing and reviewing the budget for adoption by Borough Council. Appointed by Borough Council for one-year terms, the Committee consists of two members of Borough Council, the Borough Treasurer, the Assistant Treasurer, and one Borough resident. The committee convenes the Thursday preceding Council meeting at 8:00 a.m. at the Borough Hall, unless otherwise noted on the meeting schedule.

    The Fire and Police Committee reviews all police and fire related matters as directed by Council. Appointed by Borough Council for one-year terms, the committee consists of four members of Borough Council and the Mayor. The committee convenes on the last Monday of each month at 12:00pm, unless otherwise noted on the meeting schedule, and there historically is no meeting in December.

  • Infrastructure Committee

    The Infrastructure Committee reviews and recommends action regarding; curb, sidewalks, storm sewers, drainage, sanitary sewers, water, streets, street lighting, or any infrastructure matter. Appointed by Borough Council for a one-year term, the committee consists of four members of Borough Council and one Borough resident. The Infrastructure Committee convenes monthly on the third Monday of the month at the Borough Hall at noon, unless otherwise noted on the meeting schedule.

  • Park and Shade Tree Commission

    The Borough Park and Shade Tree Commission’s function is to review the development of existing and all subsequently acquired land within its jurisdiction and which shall become part of the park system. It also makes recommendations as to development, formulation, implementation and pursuit of an ongoing plan and program of maintenance of the park system including, but not limited to, areas of native vegetation, waters, fields, vistas, paths, trails, flora, and trees in their natural state. Appointed by Borough Council for five-year terms, the Commission may consist of up to sevene members, one of whom shall be a member of Borough Council, with the remaining members being Borough residents. The Park and Shade Tree Commission convenes quarterly on the last Wednesday of the month at the Borough Hall at noon, unless otherwise noted on the meeting schedule.

    The Personnel Committee’s function is to review all personnel matters as directed by Borough Council.   • Planning Commission

    The Borough Planning Commission’s function is to prepare and present to Borough Council the Zoning Ordinance and make recommendations or proposed amendments thereto. An additional function of the Planning Commission is to prepare, recommend, and administer the Borough Subdivision and Land Development Ordinance, and such other ordinances and regulations governing the development of the land. Appointed by Borough Council for four-year terms, the Commission consists of seven members, two of whom may also be on Borough Council, and the remainder as Borough residents. The Planning Commission convenes on the first Monday of the month at 3:30 P.M. at Borough Hall, unless otherwise noted on the meeting schedule.

  • Recreation Board

    The Recreation Board is responsible for supervising and maintaining all recreation areas and facilities in the Borough. In addition, the Board oversees all programs at the playground, pool and tennis courts. The annual Egg Hunt, Earth Day, Fishing Rodeo, Concerts in the Park, Memorial Day Parade, Fourth of July Parade and the Lighting of the Greens are sponsored by the Recreation Board. Appointed by Borough Council for five-year terms, the Board consists of up to nine members, two of whom may also be on Borough Council, and the remainder as Borough residents. The Recreation Director and Borough Manager serve as Borough representatives on the Board. The Recreation Board convenes on the third Tuesday of the month at 7:00 P.M. at Borough Hall, unless otherwise noted on the meeting schedule, and there historically is no meeting in December.

  • Refuse and Recycling Committee

    The Refuse & Recycling Committee is responsible for making recommendations on how best to manage the extensive refuse, recycling program, and yard waste program for the Borough. Appointed by Borough Council for one-year terms, the committee consists of three members of Borough Council and two Borough residents. The Refuse and Recycling committee convenes quarterly on the third Wednesday of the month at 4:30 P.M. at Borough Hall, unless otherwise noted on the meeting schedule.

  • Zoning Hearing Board

    The Zoning Hearing Board has those functions authorized in the Pennsylvania Municipalities Planning Code, as amended. The Board’s primary function is to conduct public hearings and make decisions as to granting or denying variances and/or special exceptions from the terms of the Borough of Wyomissing Zoning Ordinance. Appointed by Borough Council for three-year terms, the Board consists of three Borough residents. The Zoning Officer serves as the Zoning Secretary as well as the Borough representative on the Board, and the Board also retains a Zoning Hearing Board Solicitor. The Zoning Hearing Board convenes as necessary at Borough Hall.
